Guest lecture by a foreign expert on EU constitutional law

On 23 April 2026, a guest online lecture was held for students and academic staff, delivered by a foreign expert on the topic of “EU Constitutional Law”.

The lecture was delivered by Eric Barbier de la Serre (Paris) – a representative of the international law firm Jones Day.

During the lecture, the key aspects of the formation and functioning of the European Union were systematically explored. In particular, the lecturer highlighted the gradual formation of the EU, its initial institutional structure (notably the “three pillars” concept), and analysed the Union’s values, rights and competences.

Particular attention was paid to the EU’s institutional system, the hierarchy of European Union law, the specifics of the legislative procedure, as well as the fundamental principles – the primacy of EU law and the direct effect of its provisions. Concluding his presentation, the lecturer focused on the role of Member States in ensuring the effective functioning of the EU legal order.

Holding such events contributes to the expansion of international cooperation, the improvement of the quality of legal education, and the integration of the Ukrainian academic community into the European educational space.

The event took place as part of the “Future of Europe Programme – European Union Law Studies for Ukraine”.
