On December 1, 2022, another online meeting of the Desna and Upper Dnieper Basin Council was held on the basis of the Chernihiv Polytechnic National University.

The chairman of the basin council, director of the educational and scientific institute of mechanical engineering, technologies and transport, guarantor of the “Ecology” educational program, doctor of technical sciences, professor Tsibulya Sergey Dmytrovych presided over the meeting. The meeting was attended by members of the Desna and Upper Dnipro Basin Council, in particular, representatives of the State Water Resources Agency of Ukraine, the Desna Basin Water Resources Department, the Department of Ecology and Natural Resources of the Chernihiv Regional State Administration, the Regional Office of Water Resources in the Sumy Region, and the State Environmental Inspection in Chernihiv oblast, the State Environmental Inspection in Sumy oblast, students of the “Ecology” educational program of the National University “Chernigov Polytechnic”, other specialized, interested state and public organizations.

During the meeting of the Basin Council, the following issues were considered: the impact of military operations on the water resources of the Upper Dnieper sub-basin and the Desna River; development of individual elements of the Upper Dnipro and Desna river sub-basin management plan, steps for 2023
