The importance of the development and use of information technology is recognized in Ukrainian society and is confirmed by the wide demand for IT services. This demand and its satisfaction by highly qualified IT specialists has a number of features. Not all companies can afford to keep specialists in this field, either due to limited tasks or financial situation. In turn, today much is said about the shortcomings of university education in Ukraine: it is insufficient practical training of students, and the difficulty of providing a differentiated approach to training for the specific needs of different enterprises.

One of the ways to bring the education system closer to the demand of enterprises for specialists and services can be a combination of classical education and practical activities in the field of IT outsourcing. Educational institutions can train and engage students and teachers in real-life practical projects from client companies that consume information technology. At the same time, specialists from leading IT companies have the opportunity to act as leaders, experts, trainers, consultants for student project teams, as well as performers of more complex tasks. As a result, the customer company receives the tasks implemented, the educational institution increases the competitiveness of its graduates, the IT company receives a trained personnel reserve, in fact, without wasting time on the adaptation of specialists.

In October 2012, Chernihiv National University of Technology became a participant in the Tempus project “Innovative hybrid strategy of IT outsourcing partnership with enterprises.” The coordinator of the project from the European Union is the Technical University of Applied Sciences of Wildau (Germany). The project coordinator from Ukraine is Kharkiv National University of Radio Electronics.

The overall goal of the project is to develop cooperation between universities and enterprises in Ukraine in order to increase IT education to provide the market of IT outsourcing services with highly qualified professionals.

The specific objectives of the project are:
– Implementation of a hybrid strategy of partnership between universities and enterprises of Ukraine due to the European experience of IT outsourcing.
– Creating a basis for partnership between universities and business clients of outsourcing services, as well as ensuring its sustainable development.

The main means of achieving the goals set in the project is the creation and organization of a network of specialized outsourcing training and production centers (OSTPC – Outsourcing Training and Production Center) within a single information space of Ukraine. The task of these centers is to coordinate project implementation, involve professionals, students, graduate students, teachers in the implementation of practical tasks and training.

At this stage, CNUT is developing subsystems for integrated information system (IIS), which will be the basis for the operation of outsourcing centers. It is also planned to open an OSTPC branch at the university.
