Objective of the project is to develop a comprehensive Climate Resilience Strategy, Climate Action Plan and Climate Resilience Investment Plan for Chernihiv Oblast.

The main tasks of the project:

  • – to ensure strategic planning of climate-resilient recovery of Chernihiv region through the preparation of interconnected programmatic and financial instruments for long-term adaptation;
  • – to form a coordinated cross-sectoral approach to climate adaptation in the region through the coordination of actions of public authorities, the scientific community, economic actors, and local communities;
  • – to integrate analytical data and research results into the process of identifying priorities for adaptation measures and technological solutions for key areas of regional development;
  • – to introduce sustainable mechanisms for engaging citizens and stakeholders in planning and decision-making processes in the field of climate adaptation;
  • – to strengthen the institutional and expert capacity of the region for the implementation of integrated adaptation solutions, using scientific potential and EU experience;
  • – to create conditions for attracting various sources of financing and applying innovative financial instruments in the field of climate resilience;
  • – to ensure digital support for planning, monitoring, and evaluation processes of climate adaptation measures based on open data and transparent governance decisions.

 Expected results of the project:

  • – Mobilising regional stakeholders, public authorities, businesses, academia, and communities, around a shared vision for climate-resilient post-war reconstruction;
  • – Developing evidence-based adaptation pathways that integrate decentralised renewable energy, nature-based solutions, and climate-smart infrastructure, ensuring future-proof investments;
  • – Producing an investment plan aligned with the Recovery and Reconstruction Plan to accelerate the implementation of adaptation measures in priority sectors such as water management, ecosystems, critical infrastructure, and agriculture;
  • – Strengthening citizen and community engagement through participatory planning processes, ensuring diverse voices are reflected in policy and project design;
  • – Increasing regional expertise in transformative adaptation solutions, combining Ukrainian research capacity with European best practices;
  • – Expanding access to climate adaptation finance and innovative funding models to support long-term resilience;
  • – Establishing a digital governance platform for real-time monitoring, decision-making, and transparency in adaptation planning and implementation.
